Suggested Capacity-Building and Advocacy Indicators

SUGGESTED CAPACITY-BUILDING AND ADVOCACY BENCHMARKS AND INDICATORS

Capacity-Building Benchmark: Establish a healthy core coalition for fair trade advocacy 
with clearly defined roles and responsibilities. 

Indicators: Results of a coalition leader quarterly survey, signed memorandum of 
understanding detailing roles and responsibilities, minutes of a coalition meeting. 
      

Capacity-Building Benchmark: Build strong relationships with one key media outlet in 
each of three strategic markets.   
   
Indicators: Number and quality of placements made in each strategic market by the media 
outlet over a six-month period, and number and types of requests made by the media 
outlet to the campaign for various stories. 


Capacity-Building Benchmark: The coalition responds quickly and efficiently (within 72 
hours) to take advantage of current events.  

Indicators: Case studies about the response of the coalition to three current events over 
the past twelve months; results of the quarterly coalition member survey regarding 
perspectives on the efficiency of response to current events; ratio of timely responses to 
total relevant current events; comparison of coalition response to a current event to that of 
an opposing group. 


Advocacy Benchmark: Achieve bipartisan support for eradication of malaria.

Indicators: Number and variety of congressional leaders championing the eradication of 
malaria; statements made on the floor by political leaders on eradicating malaria that are 
consistent with campaign messaging; number and variety of cosignatories on a bill 
introduced on the eradication of malaria. 


Advocacy Benchmark: Attain House Appropriations Committee approval for the 
president's full fiscal year 2007 Foreign Operations account: $23.7 billion.

Indicators: Assessment of a random subset of congressional leaders' positions (if any) 
and quality of position on foreign assistance prior to the campaign and twelve months 
after its commencement; interviews with a few congressional staffers on the affect of 
your advocacy activities on congressional policies.


Advocacy Benchmark: Achieve a statement in support of universal primary education in 
a political party's official platform for the 2008 presidential election.

Indicators: Counting number and quality of mentions of universal primary education in 
campaign speeches; monitoring issue on candidate Web sites; analyzing party platforms.
